Birth – Prekindergarten Framework

There is sufficient evidence that the teacher, not the program, is the most influential factor in student academic achievement. The Birth-Prekindergarten standards and framework are a starting place for teachers to begin using their expertise and make the necessary adaptations for each of their children, inclusive of diverse learners, dual language learners, and students with disabilities.

Teachers and administrators should use a shared framework and common language around early language and literacy centered on the following:

  • Developmentally appropriate practices
  • Engaging environments
  • Understanding how young children learn and grow
  • Setting realistic expectations based on standards and authentic assessment
  • Guiding the selection of instructional strategies and materials relevant to meet a child’s needs through Universal Design for Learning
  • Promoting early learning goals most effectively
  • Improving classroom instruction through deliberate practices and daily language and literacy routines
  • Selecting relevant and meaningful professional development
